Verified against official sources 2026-09-22: ORC 3923.443(A)(1)-(2) (eff. 9/30/2025, HB 96) — LTC partnership: an initial 8-hour partnership training course before selling/soliciting/negotiating LTC insurance, then at least 4 hours of CE in every license renewal period beginning with the first renewal period after the initial training; OAC 3901-6-13(G)(2)(a) (eff. 2/14/2021) — annuity: a one-time 4-credit annuity suitability/best interest training course from an ODI-approved CE provider before engaging in the sale, solicitation or negotiation of annuity products; OAC 3901-5-01(E)(7) — carryover: agents completing more than the required hours may apply the excess to the next renewal period, not to exceed 50% of the required hours (12 of 24), carried over as general credits. The 24-hour biennial total, 3-hour ethics requirement, and last-day-of-birth-month renewal were reconfirmed in ORC 3905.481 / OAC 3901-5-01. Flood: no separate Ohio statute/rule text imposes the 3-hour one-time flood course — it is the federal FEMA/NFIP minimum training requirement (Flood Insurance Reform Act of 2004 Sec. 207; FEMA 9/1/2005 notice, 70 FR 52177; NAIC model bulletin) that Ohio implements through its CE program (ODI Continuing Education Provider Handbook 'NFIP Flood' course category; ODI-based provider requirement docs state Ohio producers selling NFIP policies must take a one-time 3-hour flood course).
