Maryland uses native Professional Development Points; MSDE equates 90 PDPs to 90 clock hours, so totalHours is preserved as 90 points. The educator's Individual Professional Development Plan must address content/pedagogy, ESL/bilingual, disabilities/differentiation, and culturally responsive teaching, but the official source captured does not assign minimum hours to each area beyond inclusion, so no categories are modeled. Added 2026-09-30: COMAR 13A.12.05.15 requires the 90-PDP renewal to include a minimum of 1 PDP each in (1) content/pedagogy on the license, (2) ESL/Sheltered English/Bilingual education, (3) students with disabilities/differentiated instruction, and (4) culturally responsive teaching/diverse student identities; plus conditional extras: 15 PDPs braille maintenance for blind/visually impaired teachers, 1 credit covering depression/trauma/violence/youth suicide/substance abuse/crisis resources for school counselors, and proficiency in scientific reading instruction for ECE/elementary/special ed/ESOL teachers (no hour count fixed for the latter).
